This paper examines the state of the civil war in Syria in late 2013 and argues that al-Assad's regime is gaining momentum in the conflict while the opposition is weakening. The author also talks about how the conflict was affected by the American-Russian agreement regarding the use of chemical weapons in Syria as well as the Iran and P5+1 negotiations on Iran's nuclear program. The author ends the piece by discussing the options available to the US and its European and Middle Eastern allies for dealing with the conflict.
