This report examines the effectiveness of the EU's aid approach in the Eastern Partnership countries. More specifically, the authors examine the effectiveness of this approach in Armenia, Azerbaijan, Moldova, Georgia and Ukraine between 2007-2013 and whether EU aid has translated into real changes in the lives of the general population in these countries. They also look at what lessons the EU can learn from this experience of aid delivery.
