This commentary calls on the EU to urgently enforce the April 17th Geneva Quad agreement to address the disintegrating situation in Ukraine. The author further proposes a peacekeeping operation by a jointly flagged tripartite brigade of Ukrainian, EU and Russian troops and police to clean up the Maidan in Kyiv, moving on into Donetsk and Lugansk. This short-term action, he contends, would have positive effect in terms of EU-Russia relation in the long run.
