This paper asks under what circumstances America should militarily intervene in countries experiencing turmoil. The author suggests any state receiving help must have the capacity to ‘earn’ American assistance, by which he means it will likely be able to improve the lives of its citizens following an intervention. For this to occur, he believes there needs to be a preferable and viable alternative drawn up to the way the US has conducted its foreign policy in recent years.
