This paper calls for an EU Police Mission to the Ukraine to act as a stabilization force in critical areas that have remained disturbance-free but are vulnerable to destabilization from neighboring areas. It argues that instead of endless - and possibly futile - discussions about sanctions and diplomatic initiatives, the EU should focus on influencing events on the ground and containing the escalation of the internal conflict in Ukraine. The authors then examine the potential objectives, characteristics and feasibility of such a mission and argue that defusing the situation on the ground would preclude the need for sanctions.
