This report looks at the future prospects of the problem-choked Afghan National Police (ANP), particularly in a post-ISAF environment. The report initially argues that the international community’s efforts to professionalize the ANP have been both poorly defined and disjointed. As a result, the reliability of individual policemen and the sustainability of the organization remain more than suspect. The solutions to the ANP's troubles, among others, should center on institution building, honing core bureaucratic functions, and permitting the Afghans to control their own standards of professionalization and performance.
