This paper examines some of the reasons why peace negotiations between the Israelis and Palestinians have been unsuccessful. The authors argue that in order for the two sides to come to a peace agreement, discourse between them has to shift from issues concerning Palestine's national rights towards the humanitarian rights of Palestinian refugees.
