This report examines US foreign trade in the service sector including construction, retail, e-commerce, financial services and other areas. The authors also look at the policy challenges the US faces when it comes to negotiating a set of international rules on trade in services and dealing with the complexity of its measurement. They also address the part the service sector plays in international trade negotiations, including those over the Trade in Services Agreement (TISA), the Trans-Pacific Partnership (TPP), and the Transatlantic Trade and Investment Partnership (TTIP) agreement.
