This paper examines the public financial transfers between the EU and Spain from 2000-2004, in particular the monetary inflows that have led to an enhancement in Spain's economic growth. For this purpose, the author assesses the impact the European Cohesion Policy has had on regional development patterns within Spain. The article concludes by anticipating a transition in these patterns, away from development by public works towards a model fortified by investment and human capital.
