This paper discusses how European governments form their policy positions towards the EU's draft constitution by analyzing related developments in Spain. The authors first assess the Spanish position on various aspects of the European Convention, such as the voting system, and then examine the internal coordination processes that have influenced the various positions. The paper concludes with some general findings and ponders the likelihood of a shift in Spanish policy with the Socialist victory in the March 2004 elections.
