This report summarizes the cooperative activities the US has undertaken, primarily with Russia and former Soviet states, since the 1990s to secure and eliminate chemical, biological, radiological and nuclear (CBRN) weapons. In particular, the author concentrates on a set of financial and technical programs known, variously, as cooperative threat reduction (CTR) programs, nonproliferation assistance, or, global security engagement. She also explains that although the US Congress has supported these programs over the years, they have now raised a number of questions about their implementation and their future direction.
