This report introduces UNIDIR’s new prototype of an Evidence-Based Programme Design Tool (EBD) developed to promote more positive results in reintegration programming. Reintegration programs help ex-combatants acquire civilian status and gain sustainable employment and income. The report analyzes the main barriers to achieving impact in program development and presents the main features an EBD tool should include to overcome these obstacles. It then introduces the EBD prototype, its sequence, tools and outputs and their contribution to programming and project administration.
