This report presents the main findings and recommendations of a conference on transparency and confidence-building measures (TCBMs) related to non-strategic nuclear weapons in Europe. Specifically, the conference identified the benefits and eventual costs of applying different sets of TCBMs in NATO-Russia relations as well as those between Russia and the US. It also addressed existing differences and identified areas of potential agreement and disagreement between NATO states and Russia.
