This policy brief analyzes Israel's decision to send ground troops into Gaza as part of its Operation Protective Edge initiated on 17 July, 2014. The authors argue that in light of the breakdown of ceasefire negotiations with Hamas, a ground operation was necessary for Israel to achieve its security objectives. They then define the appropriate scope of what would entail a successful operation.
