This brief argues that, instead of continually fighting reoccurring asymmetric conflicts with Hamas, Israel should develop a different strategy to establish stability in Gaza. The authors contend that removing the economic blockade and supporting economic development projects in Gaza in exchange for demilitarization would constitute a political victory for Israel as it would undermine Hamas’ political influence and achieve stability in the longer term.
