This report assesses sub-national governance aid efforts in Afghanistan’s more remote and contested areas from 2009 to 2014 and considers how these need to change in the future. The author recommends that the international community re-examine three central tenets of its previous approach to governance aid in contested regions which, he says, have often led to misguided tactics or unintended negative consequences.
