This paper explores the reasons behind the limited success of interventions aimed at reforming the security sector in the Democratic Republic of Congo (DRC). To this end, the author studies 1) the relationship between the armed forces and local communities; 2) the reasons and incentives guiding the Congolese elite’s decision-making on matters of security; 3) the constraints hindering the reform of the Congolese army; and 4) the international efforts undertaken to support the DRC government's authority in the country’s provinces since 2008.
