This paper provides an overview of the development and forms of protection racketeering in Cape Town, South Africa. The authors suggest that protection racketeering is more than a mere reflection of deficiencies in state capacity and policing in Cape Town and that other factors, such as the prevalence of criminal groups, neighborhood watches and vigilante groups, should also be taken into account when looking at this crime.
