This report provides a summary of the 2014 UNIDIR Cyber Stability seminar entitled “Preventing Cyber Conflict”. The conference included panel discussions that examined topics such as 1) the development of transparency and confidence-building measures (TCBMs); 2) cyber governance and conduct; 3) cooperation in international organizations (OSCE, ASEAN, etc) for cyber issues; and 4) the role of the non-governmental actors in cybersecurity.
