This publication examines 1) the key incidents of maritime terrorism from 2000-2010, 2) different reports of piracy and armed robbery on the high seas; 3) China's current maritime security policy; and 4) existing threats to maritime energy security. After discussing the European Intelligence Analysis Centre, the text then closes by providing recommendations on how states can improve maritime intelligence, information and knowledge sharing on the domestic and international levels, and with the private sector.
