This article examines the threat posed by the Islamic State (IS). Overall, the author argues that the gains made by IS have much more to do with the weaknesses of its enemies than its own strength. He also suggests that the main threat IS poses does not lie in its challenge to the integrity of states, but its ability to channel money and weapons to terror organizations and the possibility that it will turn the territory it controls into a relatively secure base for terrorist activity.
