This commentary argues that none of the appointees to the EU's top three positions in 2014 - the President of the European Commission, the President of the European Council, and the High Representative of the Union for Foreign Affairs - have a track record of encouraging political change. What this probably means is that there will be little or no near-term movement towards further integration in the Union, which will disappoint those who want Europe to become a more relevant global actor.
