This paper analyzes the impact of government policies and foreign relations on ethnic minorities using two case studies from East Asia: 1) the ethnic Chinese in Vietnam and Sino-Vietnamese relations, and 2) the ethnic Vietnamese in Cambodia and Cambodian-Vietnamese relations. The author contends that both cases display how interstate relations can have considerable impact on the situation of ethnic minorities in neighboring countries, and that deteriorating interstate relations can influence government policies toward these minorities. He further emphasizes that in both cases, deteriorating interstate relations combined with government policies resulted in large-scale migrations.
