This paper discusses China’s adoption of the “building China into a sea power nation” strategy that was put forth in November 2012 at the 18th Party Congress of the Communist Party of China. The author first unpacks the concept of what a sea power nation constitutes and briefly identifies its main features. She then examines the factors determining the adoption of such a strategy and gives some recommendations on the principles and measures by which such a strategy can be implemented in a peaceful, cooperative and sustainable way.
