This commentary sets out the four priorities that Federica Mogherini should follow after she becomes the High Representative of the Union for Foreign Affairs and Security Policy and the Vice-President of the EU Commission in November 2014. These include: 1) facilitating European Council decision-making; 2) solidifying the European External Action Service; 3) revising the EU’s neighborhood policies; and 4) bolstering the Common Security and Defence Policy.
