This brief traces the post-Cold War growth of organized crime from a local/marginal problem into a mainstream threat to national stability and international security. Unfortunately, imperfect intelligence on the nature of the threat and on the effectiveness of programs designed to blunt its growth have complicated anti-crime efforts. To reverse this problem, the brief closes with next-step recommendations on what the international community should do.
