This report looks at the history of the Organization of American States (OAS) and its principal institutional bodies as well as the organization’s funding and priorities. The author then discusses a number of policy issues that have drawn congressional interest in past years, including 1) the reintegration of Cuba into the inter-American system; 2) the application of the Inter-American Democratic Charter; 3) potential reforms of the inter-American human rights system; 4) the management and budget of the OAS; and 5) the establishment of regional organizations that could serve as possible alternatives to the OAS.
