This report looks at the EU Commission's proposal (introduced in January 2014) to establish a market stability reserve (MSR) for the EU's greenhouse gas Emissions Trading System (ETS). The report discusses the MSR’s rationale, the timing for its introduction and governance, the different options available for its design as well as the impact it will potentially have on the functioning of the ETS and the EU’s climate and energy policy.
