This report includes three articles that focus on the growing mistrust between Russia and the West in 2014. The first article, which is from a Polish perspective, examines the state of arms control in Central Europe, specifically in relation to conventional armed forces, tactical nuclear weapons and missile defense. The second piece then reviews NATO-Russia relations over the last 20 years, primarily from a Czech perspective. The final text, which takes a Latvian view, analyzes current relations between Russia and NATO. All three articles, it should be noted, argue that the mutual mistrust that now exists between Russia and the West are not the result of mere misunderstandings. Instead, they are attributable to fundamental differences in values and interests.
