This is a transcript of a speech by Rimsky Yuen, the Secretary for Justice in Hong Kong, on constitutional reform in Hong Kong, including the proposed reforms for the election of its leader, the Chief Executive, in 2017. He also outlines his argument on why perceptions that China’s influence in Hong Kong could have a negative impact on the rule of law in the territory are mistaken.
