Given the expected growth of autonomous weapons systems in war, this paper examines the concept of 'meaningful human control' and whether it is a core problem in battlefield automation. In grappling with this issue, the paper's authors 1) consider different conceptual and policy-oriented approaches that might help resolve what is rapidly becoming a man-in-the-loop problem, and 2) contemplate the various factors that determine the extent of human control in war.
