This paper discusses the emergence of an initiative by a number of states to shift the debate about the Nuclear Non-proliferation Treaty (NPT) away from nuclear deterrence and strategic stability and towards the humanitarian consequences of the use of nuclear weapons. The author also looks at how states and other actors can work to move this discussion on the humanitarian risks and impacts of nuclear weapons forward.
