This paper focuses on the October 2014 meeting of the European Council (EC), which specifically dealt with the 2030 European Climate and Energy Policy. At the meeting, the EC reaffirmed the importance of EU leadership at the forthcoming United Nations 2015 Paris meeting on Climate Change even though governance in Brussels continues to act as a barrier against effective industrial and energy policy-making. It's because of contradictions and impediments such as this one, concludes the paper, that the time has come for EU member states to create an alternate European Energy Union.
