This paper examines the legal consequences of the UN Security Council deciding to establish an Intervention Brigade within the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). Since the March 2013 decision gave the brigade an unprecedented mandate to neutralize rebel forces in the country, it also raised questions about the scope, role, and design of UN peace operations, and about putting UN military staff at risk (by stripping away some of their legal protections).
