This commentary discusses the political crisis caused by the appearance of two large and opposed political factions in Libya since the country's revolution in 2011. In particular, the authors identify 1) the domestic actors involved in the crisis; 2) the international implications of the political problems in Libya, and 3) a three-level strategy for how the EU can help resolve the crisis.
