This commentary discusses the new voting procedures in the European Council that will come into effect in 2017. More specifically, the author focuses on the assignment of voting weights and the definition of thresholds for qualified majorities. She also examines if the new system will facilitate decision-making, which states will benefit from it and if the democratic legitimacy of the Council will be improved.
