This report examines ways to enhance the legitimacy of economic governance in the Economic and Monetary Union (EMU) without introducing changes in the EU Treaties. First, the authors assess the legitimacy of EMU's economic governance. They then examine how to enhance the legitimacy of the EU Parliament's role in creating a new regulatory framework for the EMU. Finally, they explore the possibility for improvements in economic governance of the EMU, concluding that changes are required on the institutional and on the economic level.
