This paper discusses the draft resolution submitted to the UN Security Council by Jordan on behalf of Palestine on December 30th 2014 which was subsequently rejected. In particular, the authors examine the legal and political background of the Jordanian-Palestinian initiative as well as why individual council members either voted for or against it.
