This paper explores how foreign aid can be used to support civic campaigns and movements whose goals align with international norms. Among other issues, the authors discuss 1) the significant role that civic actors and movements play in social and political development; 2) how civic actors differ from NGOs; 3) the challenges involved in donor engagement with civic social movements; and 4) the limitations of the existing tools used by donors to support civic movements. They also provide recommendations on how donors can more effectively identify, engage with and support civic campaigns and movements.
