This paper discusses some of the problems faced by state security organizations in countering the increasing terrorist threat posed by radicalized individuals who operate without logistical, intelligence, or operational support from a larger terrorist network. The author also briefly examines some of the steps which state security agencies, including those in Israel, could take to formulate a specific doctrine for preventing attacks by such individuals.
