This paper examines Russia's import and export policies since its accession to the World Trade Organization (WTO) in 2012 as well as the extent to which Moscow has used its trade measures to further political as opposed to economic goals. In particular, the authors examine Russia's introduction of sanitary and phytosanitary (SPS) measures, the motives behind these and the sectors and countries which are more likely to get hit by them. The paper also features a case study on the impact of a ban in 2013 by Russia on the products of Ukraine's biggest confectionery company on the Ukrainian confectionery industry.
