This paper examines Russia’s overarching energy policy and what part its gas sector plays in the country’s grand strategy. In the case of Europe, the paper argues that Moscow's attempts to transform its gas sales into actual political influence remains constrained by a number of factors, including the EU’s ability to project its regulatory power.
