This report examines the prison system in Yemen. It first looks at the legal and regulatory framework of the prison system, its security, physical infrastructure, record-keeping and communication with inmates. It then looks at factors determining prisoner well-being including accommodation, due process, education, sanitation and access to medical services. Finally, it looks at at the treatment of "special category prisoners" including women, juveniles and the mentally ill. The authors conclude that the Yemeni prison law and regulations provide an excellent basis from which to build a progressive, rights-based approach to imprisonment. They also provide recommendations on how this can be done.
