This paper examines soft security threats in Northwest Russia and their significance for neighboring countries and the EU. The authors identify and describe the most recognized and potentially serious soft security risks in Northwest Russia. They then discuss the Russian agencies responsible for soft security decision-making and examine the prospects of international cooperation for solving soft security problems in the region. The paper states that concentrated research and political discussion on the problems of soft security cooperation in Northern Europe are needed further.
