This paper examines the political and economic transformation in Estonia with regard to human rights abuses during the communist regime. The author tries to reveal the ultimate reasons for the "no-reaction" solution during the immediate period after independence, as well as the increasing public debate toward the historical past. The paper suggests that Estonia should develop a stable democratic state to enable coexistence in a deeply divided society.
