This paper discusses the legal challenges countries face when engaging in warfare against against non-state actors, such as Hizbollah, Hamas, and the so-called Islamic State. It does so using the case of Mustafa Dirani, a Lebanese citizen whose petition against Israel related to his claims of being tortured while in custody was dismissed by the Israeli Supreme Court in January 2015.
