This paper examines the international activities of local governments in Poland and how they could contribute to Polish foreign policy. Among other issues, the author looks at 1) the legal regulations local governments have to comply with in their international partnerships; 2) how local governments support Warsaw’s international initiatives; 3) their relationships with partners from politically difficult countries; 4) how they can stimulate their own local economy; and 5) how they could help promote a positive image of Poland around the globe.
