This paper discusses the Humanitarian Initiative, which aims to reframe the global nuclear disarmament debate by highlighting the humanitarian consequences of nuclear attacks. The author looks at how the initiative emerged and how states with nuclear arms responded. He also examines the impact the initiative could have on the 2015 Nuclear Non-Proliferation Treaty (NPT) review conference.
