This commentary looks at what the author sees as the key lessons for the EU's European Neighborhood Policy (ENP) that emerged from the May 2015 Eastern Partnership Summit in Riga. These are 1) that the EU should not create separate policies for dealing with its southern and eastern neighbors; 2) that it is not possible to radically change EU relations with Ukraine, Moldova and Georgia, meaning the Union should focus instead on ‘intelligent’ ways to implement the existing agreements; 3) that the EU should create tailor-made agreements with the non-Association Agreement countries; and 4) that, in its policy, the EU needs to consider the links between the ENP states in Eastern Europe and Russia.
