This brief assesses the international humanitarian community’s engagement in South Sudan from the time of the country’s creation in July 2013 until its descent back into violence in December 2013. More specifically, the brief focuses on 1) the humanitarian crises and other trials that South Sudan has faced since independence; 2) the state formation problems the country still confronts; and 3) the importance of linking long-term state capacity-building to aid delivery. Finally, the brief’s author recommends helpful steps that the South Sudanese government and humanitarian actors can take to create reliable state institutions in the country.
